This requires carefully formulated strategies and decisions.

Jeffrey Chang

Title: Equity Research Analyst

Jeffrey Chang is an investment analyst with West Coast Financial specializing in healthcare and small-cap technology investments, among other industry sectors. He is responsible for bottoms-up fundamental research and security selection for the WCF global portfolio. Additionally, Jeffrey monitors and reports on corporate earnings releases, company developments, and industry trends within his coverage areas.

Jeffrey started his career in 2019 as a healthcare equity research associate at Manning and Napier in Rochester, NY. He then worked as a healthcare investment analyst with Mirae Asset Management in Manhattan. He joined West Coast Financial in October 2021.

Jeffrey earned a B.A. in Economics from Occidental College and is a CFA Level III candidate. He also serves as a Parks and Recreations Commissioner for the City of Santa Barbara.

Steve Colton

Title: Senior Portfolio Manager

Steve is a Senior Portfolio Manager on the WCF Investment Team. He plays a key role in the management of the WCF investment portfolio, quantitative modeling, investment research, fundamental analysis, risk management and reporting, and block trading of equity and fixed income securities. Additionally, he is a voting member of the WCF Investment Committee.

Steve started his career as an investment professional in September 1987 with the Benham Group (acquired in 1995 by American Century Investments) in Palo Alto, CA. As a Vice President and Senior Portfolio Manager, he operated fixed income, gold mining, utility and quant equity funds. His Income & Growth and Equity Growth mutual funds achieved 5-star ratings by Morningstar. In 1997, Virtus Investment Partners recruited Steve as a Managing Director and Senior Portfolio Manager. For the next decade, he led a division responsible for quantitatively managed U.S. equities. In 2010, he formed Colton Investment Management, LLC, an Investment Advisor to high-net-worth individuals. Steve joined West Coast Financial in 2020 with most of his clients following him there. He has been profiled or interviewed in publications including the Wall Street Journal, Barron’s, New York Times, Los Angeles Times and Business Week.

Steve’s educational background includes dual B.A. degrees in Applied Mathematics and Economics from the University of California, San Diego. He also received an M.S. degree in Engineering-Economic Systems from Stanford University.

David C Gore photo

Senior Portfolio Manager

David is a Senior Researcher on WCF’s Investment Team responsible for determining strategic asset allocation across the firm’s investable asset classes (e.g., equities, fixed income securities, real estate and alternative investments). He leads all aspects of fixed income research, reporting and block trading. David is also a lead computer modeling developer within the firm, a voting member of the WCF Investment Committee, and a partner at the firm.

David began his career in the medical device industry, holding key positions in R&D, quality assurance and regulatory affairs. Prior to joining WCF, he was a partner at the Santa Barbara-based firm Blecker & Gore, working in tax and financial planning, and he later founded his own firm specializing in fee-based financial planning and tax preparation.

David graduated from Harvey Mudd College with a B.S. in Chemistry. He holds an M.S. in Financial Planning (with Honors) from the College for Financial Planning, Denver, Colorado. He is a CFA ® charterholder and member of the CFA Institute. David is also a Charter Member of the Rotary Club of Goleta, CA.

Senior Credit Research Analyst

Alec Lance is an Investment Analyst with the WCF Investment Team. He specializes in analyzing and monitoring credit risks of the companies held in the firm’s investment portfolio. Additionally, Alec assists with stock research recommendations and block trading.

Prior to joining West Coast Financial in 2018, Alec worked as a Senior Analyst in Invesco’s Senior Secured Management (ISSM) group, which managed $45 billion of fixed income assets across multiple strategies. During his time with Invesco, Alec’s responsibilities included underwriting and monitoring more than $2bn of fixed income investments in highly leveraged companies. He was instrumental in the reorganization of ISSM’s European platform, helping to launch new funds and attract assets from institutional investors. Alec also had a leading role in various technology, portfolio management and sales efforts in both Chicago and London.

Previously, Alec worked at Morgan Stanley in the two-year investment management analyst training program focusing on credit analysis within the Bank Loan Group.

Alec graduated summa cum laude from Illinois State University with a degree in finance and a minor in economics. In 2015, he was recognized by the ISU College of Business for his early career achievements and impact on his alma mater. Alec earned an MBA from the University of Chicago Booth School of Business with concentrations in Economics and Strategic Management. He is a CFA ® charterholder.
